he PFD Board
of Directors consists of seven members. Four members are appointed
by the King County Executive and confirmed by the Metropolitan King
County Council. Three members are appointed by the Governor. Of
those, one is nominated by the Speaker of the House and one is
nominated by the Senate Majority Leader. Board members serve as
volunteers for four-year terms.

Robert
C. Wallace
Robert C. Wallace is managing partner of Wallace
Properties Group and numerous associated corporate and partnership entities involved in commercial real
estate investment and development in Washington State.
Long active in civic endeavors, Mr. Wallace has been Chairman of the Bellevue Chamber of Commerce, Bellevue
Downtown Association, Bellevue Rotary Club, Bellevue Convention Center Authority and the Greater Seattle
Chamber of Commerce. Wallace is a member of the Board of Directors of First Mutual Bank. Past public service
includes Chairmanship of the Kingdome Advisory Board and a Board Member and Corporate Treasurer of the
Washington State Convention & Trade Center Corporation, where he served for thirteen years. Wallace
recently completed ten years as Trustee of Seattle Pacific University where he chaired the Facilities
Committee. He served as Chair of the Puget Sound Air Transportation Committee, a joint venture of the
Port of Seattle and the Puget Sound Regional Council charged with evaluating airport capacity issues for
the region. In his spare time, he writes a bi-weekly editorial column for the Bellevue East side Journal.
Wallace has served on the PFD Board since 1995, appointed by the
King County Council. He served as PFD Chair from January 2000 until March
2002. He is the current Chair and his current term expires on December 2009.
Charles V. "Tom" Gibbs, Vice Chair
Gibbs served as executive vice-president and director
of water practice for CH2M Hill, an international consulting engineering firm before retiring
in January 1997. Before joining CH2M Hill he was executive director of
Seattle Metro where he led the agency’s cleanup of Lake Washington and Puget Sound and implemented the
initial Metro Transit program. His past board memberships include the Seattle-King County Economic
Development Council where he was Chairman in 1987, the Greater Seattle Chamber of Commerce, the Seattle-King
County YMCA, Downtown Seattle Association, Corporate Council for the Arts and Bellevue Downtown
Association. He was Chairman of King County Citizens for Improved
Transportation in 1989 and chaired the county-wide campaign for open
space funding in 1988. He currently is a member of the Board of Directors for
the Mountains to Sound Greenway Trust and is on the Board of Coastal
Environmental Systems.
Gibbs has served on the PFD Board since 1995 appointed by the
Speaker of the House. He served as Chair of the PFD from
January 1998 to January 2000. He is the current Vice-Chair. His current term expires in 2005.
Carol Nelson
Carol K. Nelson was appointed Chief Executive Officer of Cascade Financial Corporation commencing May 1, 2002. Ms Nelson has served as President and Chief Operating Officer of the Company and President and Chief Executive Officer of the Bank since February 2001. She has been a member of Cascade’s Board of Directors since 2001 and serves as vice chair of the Company’s Executive Committee and as a member of the Bank’s Loan Committee. Ms. Nelson came to Cascade from Bank of America in Seattle where she was a senior vice president and executive for the northern region at the bank, responsible for all aspects of performance for forty-two Bank of America banking centers. Ms. Nelson was with Bank of America for twenty-three years. She holds a Bachelor’s degree in Business Finance and a Master’s degree in Business Administration from Seattle University. Ms. Nelson is the immediate past chair of the Board of United Way of Snohomish County and chaired the 1999 Community Campaign. She serves on the board of the Boys and Girls Club of Snohomish County, Washington Financial League, Washington Bankers Associations, Snohomish County Economic Development Council, the Leadership Snohomish County Advisory Board, and the Executive Advisory Board of the Albers School of Business and Economics at Seattle University. She is a past president of the Puget Sound Council of Camp Fire Boys and Girls.
Nelson has served on the PFD Board since April 2004, appointed by the Governor. Her current term expires December 2007.
Joan L. Enticknap
Enticknap is the President and Chief Operating Officer of HomeStreet Bank.
Previously she served as executive vice president with Bank of America. In
addition to the PFD, she serves on the board of the Fred Hutchinson Cancer
Research Center and the Rainier Club. Previously she served on the board for
the Woodland Park Zoological Society and the Northwest Minority Supplier Development
Council. She has also supported education, including prior board positions with The
Institute for Motivating Reading, Washington Roundtable Education Working Committee and
Partners in Public Education.
Enticknap has served on the PFD Board since 1995 , originally she was appointed by the Governor, her current term appointed by the King County Exec.
She served as Chair of the PFD from 1996 to 1998, and March 2004 to March 2006.
Terrence Carroll
Carroll earned a reputation as a respected jurist while serving as an elected King County Superior
Court judge from 1980 to 1992. He stepped down from the bench to join the private Judicial Arbitration
and Mediation Services (JAMS) and formed his own company, Judicial Dispute Resolution, LLC, with several
other retired judges in 1997.
Carroll is the Internal Investigations Auditor for the Seattle Police Department, where he reviews citizen
complaints against Seattle Police officers and writes semi-annual reports on police practices and
procedures. Carroll is a regent for Seattle University, and a board advisor for the Seattle University
School of Law. He served as an adjunct professor in the Seattle University Criminal Justice Department
and has served as Chair of the board of trustees for the Washington Council on Crime and Delinquency.
Carroll has served on the PFD Board since 1997, appointed by the King County Council. He served as Chair of the PFD from March 2002 to March 2004. His current term expires December 2009.
Dale R. Sperling
Dale Sperling is President and CEO of Unico Properties, a company founded in
1954 to develop and manage the University of Washington's Metropolitan Tract
in Downtown Seattle. Dale was instrumental in implementing a growth
strategy for Unico that, between 1997 and 2000, resulted in the acquisition
of nearly 3.8 million square feet. This boosted Unico's portfolio to 7.0
million square feet, achieving geographic investment and operating
diversity. Dale has more than 25 years of corporate finance and real estate
experience that has led to the completion of more than $1 billion in
investment sales, acquisitions, and corporate services assignments. He is a
Certified Public Accountant with a Master's degree in Finance from the
Wharton School at the University of Pennsylvania.
Active in the Rotary Club of Seattle, Dale is also a member of the Urban
Land Institute (ULI), the Pension Real Estate Association (PREA), and serves
on the boards of the Pacific Real Estate Institute, the Downtown Seattle
Association, and the Greater Seattle Chamber of Commerce. In 2001, he was
appointed to the Advisory Council for the Runstad Center for Real Estate
Studies at the University of Washington. In addition, Dale serves on the
board of Children's Hospital and Regional Medical Center, as well as being
chairman of the board of Seattle's internationally acclaimed Woodland Park
Zoological Society.
Sperling has served on the PFD Board since June 2004, appointed by the Governor. His current term expires December 2007.

Kevin
H. Callan, Executive
Director
Kevin Callan has been with the PFD since 1997 and has served as the Executive Director since 2000. He worked as the Director of Finance and Administration throughout the construction phase of Safeco Field. Prior to his involvement with the PFD Kevin held CFO positions with several local contractors, and has been involved in the construction and development industry in Seattle since 1979. Kevin, a Seattle native, holds a Bachelor degree in Business Administration from Oregon State University.
