PFD Board Members & Staff

he PFD Board of Directors consists of seven members. Four members are appointed by the King County Executive and confirmed by the Metropolitan King County Council. Three members are appointed by the Governor. Of those, one is nominated by the Speaker of the House and one is nominated by the Senate Majority Leader. Board members serve as volunteers for four-year terms.


Board Members

Dale R. Sperling

Dale R. Sperling has been active in the Pacific Northwest’s real estate community for more than 30 years. Prior to founding OneBuild, he served as president and CEO of UNICO Properties LLC, overseeing nearly 10 million square feet of office, retail and residential space. Dale is a member of the Urban Land Institute and has served on the boards of Pacifi c Real Estate Institute, the Downtown Seattle Association, the Greater Seattle Chamber of Commerce and the Woodland Park Zoo. He currently serves on the Boards of Islandwood and the Seattle Children’s Hospital Foundation.

 

Charles V. "Tom" Gibbs

Tom Gibbs served as Executive Vice-President and Director of water practice for CH2M Hill, an international consulting engineering firm, before retiring in January 1997. Before joining CH2M Hill, he was Executive Director of Seattle Metro where he led the agency’s clean-up of Lake Washington and Elliott Bay and the start-up of Metro Transit. He is a board member for the Mountains to Sound Greenway Trust and Coastal Environmental Systems.

 

 

Robert C. Wallace

Bob Wallace is managing partner of Wallace Properties Group and numerous associated corporate and partnership entities involved in commercial real estate investment and development in Washington State. As well as the immediate past chair of the PFD Board, he is also a past Chairman of the Washington State Commercial Association of Realtors, the Bellevue Chamber of Commerce, the Bellevue Downtown Association, the Bellevue Rotary Club and the Bellevue Convention Center Authority.

 

 

Hyeok Kim

Hyeok Kim is Executive Director of InterIm Community Development Association (InterIm CDA), a nonprofit community development corporation in Seattle that works to promote and revitalize the Chinatown/International District, as well as to advocate on behalf of the broader Asian Pacific American communities in the region. Prior to joining InterIm CDA in 2008, Hyeok served as policy analyst for Speaker of the House Frank Chopp and the House Democratic Caucus in the Washington State Legislature. Hyeok was recently selected as a 2010 Marshall Memorial Fellow and a 2010-2011 Annie E. Casey Foundation Children and Family Fellow. In September 2010, Hyeok was appointed to President Obama’s Advisory Commission on Asian Americans and Pacifi c Islanders (AAPI’s), established to improve access to federal programs for AAPI’s.

 

Joan L. Enticknap

Joan Enticknap retired in 2010 after a 32-year career in banking. From 2001 to 2010 she served as president, chief operating officer and member of the board of directors of HomeStreet Bank. Prior to joining HomeStreet Bank, Joan culminated a twenty-three year career with Bank of America as Executive Vice President of commercial banking in the Northwest Region. She was Chief Financial Officer for the bank for four years. Joan is a member of the boards of directors of Puget Sound Public Radio (KUOW) and the Foster School of Business at the University of Washington.

 

Terrence Carroll

Terrence CarrollTerry Carroll is a retired Superior Court Judge. He is a Distinguished Jurist in Residence at Seattle University School of Law and offers dispute resolution services, specializing in multi-party civil issues from probate, property, personal injury, and marriage dissolution to business litigation and professional liability. He has served in many community capacities including chair of the City of Seattle Police Accountability Review Board, Internal Investigations Auditor for the Seattle Police Department and Regent for Seattle University.

 

 

Charles Royer

Charley Royer was Mayor of Seattle from 1978 through 1989 following a career in newspaper and television journalism. After leaving offi ce, Mr. Royer served as Director of the Institute of Politics at Harvard University and as Lecturer at Harvard’s John F. Kennedy School of Government. A downtown Seattle resident, he currently serves as a Trustee of the Downtown Seattle Association, and is co-chair of the Alliance for Pioneer Square, the community organization for Seattle’s historicneighborhood.

PFD Management

Kevin H. Callan, Executive Director

Kevin CallanKevin Callan has been with the PFD since 1997 and has served as the Executive Director since 2000. He worked as the Director of Finance and Administration throughout the construction phase of Safeco Field. Prior to his involvement with the PFD Kevin held CFO positions with several local contractors, and has been involved in the construction and development industry in Seattle since 1979. Kevin, a Seattle native, holds a Bachelor degree in Business Administration from Oregon State University.
