Past PFD Members
he current PFD Board of Directors and management would like to thank its
former members for their excellent work during the construction of SAFECO
FIELD. Below are the former board members and PFD management that contributed
to the success of the project.
Board Members

José Gaitán
José Gaitán is Managing Member of the Gaitán Group, a law firm that solves legal problems for
industry leaders and state and local governments.
Mr. Gaitán chairs the Governor’s Commission on Accountability and Academic Achievement in K-12/Education
for Washington. He also serves as Trustee for the Seattle Foundation; Trustee for the Nature Conservancy;
and Trustee for the World Affairs Council.
Prior to founding The Gaitán Group, Mr. Gaitán was a Deputy Prosecuting Attorney for King County and an
Assistant United States Attorney for the Western District of Washington. He served on the faculty of the
University of Washington School of Law for 12 years. Mr. Gaitán is a past president of the Hispanic National
Bar Association and past Chair of the American Bar Association’s prestigious Commission on Opportunities for
Minorities in the Profession. He also served as Trustee and Treasurer for the Hispanic Scholarship Fund;
Trustee, Executive Committee Member, and Officer for the Greater Seattle Chamber of Commerce; member of
the Kingdome Stadium Advisory Commission; and as Co-Chair for Hometown Fans, the campaign committee that
promoted public financing for the Mariners ballpark.
William Gerberding
Dr. Gerberding served as President of the
University of Washington for 16 years before retiring in August
1995. Prior to UW he was Chancellor of the University of Illinois at
Urbana-Champaign and executive vice-chancellor at UCLA. Dr.
Gerberding has held numerous positions with professional
organizations, including chair of the Association of American
Universities Executive Committee. Currently he serves on the board
of directors of Washington Mutual Savings Bank, Safeco Corporation
and Seattle Opera. He is also a Trustee of Macalester College.
Susan Taoka
Sue
Taoka started out her tenure with the Seattle Chinatown
International District Preservation and Development Authority in
1992 as Project Manager and currently holds the position of
Executive Director. Ms. Taoka also held the position of Deputy Chief
of Staff for the Office of the Mayor, City of Seattle from 1990 to
1992, and prior to that, was Executive Director of the Inter*Im
Community Development Association. Ms. Taoka's affiliations are with
the Minority Executive Directors Coalition, Chinatown International
District Business Improvement Area, Seattle Distressed Communities
Coalition, Seattle Economic Development Association, Key Bank
Regional Advisory Board, and she is also a member of the Washington
Bar Association. Probably most important is that Sue is the parent
of two young baseball fans and hopeful players.
Ms. Taoka
earned her B.S. at the University of Colorado at Boulder, and a law
degree at University of Puget Sound School of Law.
Phil
Boguch
Boguch served as Chief Financial Officer of Seattle-based Weisfield
Jewelers, as President of Alpental Ski Resort, Preservative Paint Co.,
Best Pie Co., and the Colorado Caribou's of the North American Soccer League.
He served more recently as a broker and consultant to Major League Sports franchises. His past board
memberships include the United States Civil Rights Commission for Washington, King County United Way,
Mercer Island Business Advisory Board to the City Council and Commissioner on the Washington State Lottery
Board. He is currently a Docent at the Museum of Flight and a Board Member of Listen and Talk. Boguch was
a Flying Combat Officer in WWII. He is a Certified Public Accountant – Inactive.
Al Bauer
Al Bauer served for a decade in the Washington State House of Representatives and another 20 in the State
Senate before he stepped down in 2000. A former teacher in the Vancouver and La Center School Districts,
Bauer was a leading proponent of public education in the state Legislature where he served as Chairman of
the Higher Education Committee of the Senate and Chairman of the K-12 Education Committee in the House.
He is a Navy veteran who has been involved with the American Legion, Salmon Creek Grange, and the Greater
Vancouver Kiwanis Club. His public service has earned him many recognitions and awards, including Clark
County First Citizen of the Year in 2001; the best politician of Clark County in 1999; and the Washington
State School Principals' Legislator of the Year. Bauer Hall at Clark College was dedicated in his honor in 1998.
PFD Management

Ken Johnsen, former Executive Director
Johnsen has worked on a number of development projects
throughout the Pacific Northwest. His previous work includes 11
years with the Port of Portland as director of Planning and
Development followed by ownership of a private project management
firm which handled projects such as the Portland Downtown Light Rail
and the Portland Convention Center. He also served as project
director during the development of the Meydenbauer Convention Center
in Bellevue. He holds a degree in Urban and Regional Planning from
Western Washington University.
Vic Oblas, former Project Manager
Oblas has
more than 26 years of experience as a civil engineer on a wide
variety of projects. Most recently, he was a senior project manager
with the consulting firm of KCM. Prior to that he was the Director
of Technical Services for the Municipality of Metropolitan Seattle
where he was responsible for design, construction, schedule and
budget of Metro's Capital construction program for transit and water
quality projects. His experience includes the downtown Seattle bus
tunnel, waste water treatment plants in Renton and Seattle (West
Point), and the Columbia Slough Consolidation Conduit in Portland,
Oregon. He has a masters degree in civil engineering from the
University of Washington.
Janet Pelz, former Public Affairs Director
Pelz has more than 16 years of community affairs
involvement in the Seattle area and has been a part of many public
sector development projects, including the Seattle Center
Redevelopment Plan (a plan leading to the renovation of Key Arena),
the Pike Place Market Tile project and Seattle Center improvement
bond campaign. She has also served as communications director for
the Port of Seattle. She holds a degree in history from Hampshire
College in Massachusetts.
